近日，通州區和首鋼基金50億元規模城市副中心産業引導基金、百億規模首鋼綠色基礎設施投資基金成功簽約，同時城市副中心打造元宇宙發展基金。三大基金將強化科技創新引領，引導創新鏈、産業鏈在城市副中心及周邊地區佈局，推動城市副中心高品質發展。

首鋼基金相關負責人介紹，産業引導基金將以政府引導、市場化運營決策為原則，重點投資城市副中心大力發展的智慧製造、資訊科技、醫療健康産業，在這些領域投資的比例不低於基金規模的80%，同時適當覆蓋商務服務、文化+等産業。基金將採用“母基金+直投”的模式，其中投資于子基金的比例不低於80%。
The first steel fund will focus on capitalizing on the intellectual, information technology, and health-care industries of the city’s sub-centres, where the share of investment is no less than 80% of the size of the fund, and will cover business services, culture, and so on. The fund will use the model of “Mother Fund + Direct Investment” in which the share of investment in sub-funds is no less than 80%.
通過産業引導基金串聯，城市副中心“基金+園區+産業”的模式將得以深化升級，實現從金融到實體産業和載體的有效連接，同時大力培育和導入優質企業，從而實現當期拉動集聚産業、中期提升經濟總量、長期促進産業迭代的目標，助力城市副中心打造科技創新和産業發展新高地。
Through a combination of industry-led funds, the sub-centre “Foundation + Gardens + Industry” model will be further upgraded, from finance to the effective interface between the real sector and the public sector, while at the same time promoting and channelling good enterprises, from the current period, to the goal of clustering, economic aggregates in the medium term, long-term growth and innovation, and helping the sub-centres to create new highs of technological innovation and industrial development.
城市副中心是北京綠色金融改革創新的主陣地，首鋼綠色基礎設施投資基金將聚焦“雙碳”目標，以綠色金融助力推動綠色發展。該基金為北京首只百億規模綠色基礎設施投資基金，首期規模50億元，將重點投資城市副中心綠色環保基礎設施項目，為城市副中心基礎設施公募REITs全産業鏈聚集提供樣板。

另外，城市副中心近日還出臺了《關於加快北京城市副中心元宇宙創新引領發展的八條措施》，將依託通州産業引導基金，採用“母基金+直投”方式聯合其他社會資本，打造一隻覆蓋元宇宙産業的基金，支援元宇宙初創項目和重大項目，完善服務體系，支撐産業生態建設，支援設立專注于早期和長期投資的元宇宙子基金。
