国家区块链创新应用试点见成效，看区块链“民用、商用、政用”

从2017年抢抓国家区块链试点启动建设以来，区块链技术发挥其优势与挖掘潜能释放新活力，广泛运用于“民用、商用、政用”。区块链技术作为打造数字经济的重要底座之一，在与实体经济深度融合上交出了属于链上的亮眼成绩单。

当我们细心观察，就会发现区块链技术已融入日常生活：走进农贸市场，通过扫描农产品专属“身份证”，即可一览农产品原产地证明、物流仓储、批发零售存证等“健康状况”；无需携带纸质不动产权证书，到银行、公安、水电气等部门办理业务时，直接在手机端出示不动产登记电子证照即可办理业务；在无锡市属医院看病，不同医院互相认可的电子病历省去了携带纸质病历和各类检查报告的烦恼。

When we look closely, we find that block chain technology is integrated into everyday life: by entering the agro-trade market and scanning agricultural products for exclusive “identity cards”, we can look at “health status” such as certificates of origin of agricultural products, logistics storage, wholesale retail certificates, etc.; without the need to carry paper real estate certificates, we can do business directly at the end of a mobile phone by showing electronic certificates of registration of real estate, such as banks, public security, water and electricity; and in the absence of a hospital in Tin City, the electronic records of the different hospitals, which are mutually recognized, have led to problems with the carrying of paper records and various inspection reports.

“动动手指就办成功了，又快又方便！”王女士通过微信小程序办理公积金租房提取，线上提交申请后，几秒钟后提取资金即到账。“这就是区块链技术‘服务于民’的体现。”重庆市住房公积金管理中心相关负责人表示，该中心成立“公积金信息共享联盟链”以来，借助区块链技术实现了公积金提取秒办、公积金贷款征信报告自动获取等多项创新应用。目前，市公积金中心已高效办理近400万笔公积金业务，为全市近500万名缴存人提供安全、高效的公积金服务。

日常生活中，电梯安全备受市民关注。聚焦电梯故障频发、故障处理不及时等痛点，“中广电网智慧电梯平台”运用物联网设备及数字化技术监测电梯运行状态，同时利用区块链技术，将故障情况上链存证，弥补了电梯故障追溯难的管理不足，既提升监管效能又增强了居民出行安全感。

如何对千头万绪、不同行业的上链应用实现统一管理？作为城市链的核心技术设施，“太湖链”的亮相有效解决了此类痛点。目前，“一网通办”电子证照存证溯源、“一网统管”数字血缘管理、智慧资产监管、阳光惠民监管系统等30多个重点应用场景在“太湖链”上链部署，实现全市政务区块链应用的集中纳管，极大提升了政务数据共享水平和跨部门业务协同效率。
