电子货币的职能是什么？电子货币能否被称为通货，关键在于电子货币能否独立地执行通货职能。电子货币可以起到支付和结算的作用，但电子货币只是蕴涵着可能执行货币职能的准货币。

首先，电子货币缺少货币价格标准，因而无法单独衡量和表现商品的价值和价格，也无法具有价值保存手段而只有依附于现实货币价值尺度职能和价值储藏职能；

最后，尽管目前电子货币最基本的职能是执行支付手段，但是现有的各种电子货币中的大多数，并不能用于个人之间的直接支付，而且向特约商户支付时，商户一方还要从发行电子货币的银行或信用卡公司收取实体货币后，才算完成了对款项的回收，电子货币不能完全独立执行支付手段的职能。可见现阶段的电子货币是以既有通货为基础的新的货币形态或是支付方式。
