近日，北京市地方金融监督管理局和中国人民银行营业管理部联合发布关于防范虚拟货币交易活动的风险提示，郑重警告辖内相关机构，不得为虚拟货币相关业务活动提供经营场所、商业展示、营销宣传、付费导流等。辖内金融机构、支付机构不得直接或间接为客户提供虚拟货币相关服务。
Recently, the Beijing City Local Financial Supervisory Authority and the Business Administration of the People’s Bank of China have issued a joint risk alert on the prevention of virtual currency transactions.
受此消息影响，7月6日下午，比特币价格急转直下，从3.5万美元瞬间暴跌1000美元，几小时内逾23亿元资金爆仓。截至7月8日下午，比特币价格仍徘徊在3.3万美元的低点。
As a result of this information, in the afternoon of 6 July, the price of Bitcoin plunged sharply from $35,000 to $1,000 in an instant, and in a few hours more than $2.3 billion of money collapsed. By the afternoon of 8 July, the price of Bitcoin remained at a low of $33,000.
一直以来，我国对虚拟货币采取严监管模式，近期监管部门更是动作频频。6月，央行有关部门就银行和支付机构为虚拟货币交易炒作提供相关服务问题，约谈工商银行、农业银行、支付宝（中国）网络技术有限公司等部分银行和支付机构。5月21日，国务院金融委第五十一次会议提出打击比特币挖矿和交易行为，坚决防范个体风险向社会领域传递。
In June, the central bank authorities conducted interviews with some banks and payment agencies, such as business banks, agricultural banks, payment funds (China) Network Technology Ltd. At its fifty-first meeting, on 21 May, the Financial Committee of the State Council proposed to combat the mining and trading of Bitcoin and to ensure that individual risks were transmitted to society.
从打击比特币挖矿到切断虚拟货币炒作资金链条，一系列监管“组合拳”呈现出多维度、多层次、全覆盖态势，表明我国打击虚拟货币的坚决态度。专家分析，近期加大对虚拟货币打击的原因在于相关交易炒作屡禁不止。进入2021年以来，以比特币为代表的虚拟货币价格出现暴涨暴跌，比特币短短几个月内从3万美元一路攀升到6.4万美元的高点，狗狗币、柴犬币等山寨币层出不穷，相关炒作、交易活动异常火爆，严重扰乱经济金融正常秩序。
From fighting bitcoin mining to cutting off virtual currency for money chains, a series of regulations & “ combined fists & & rdquo; a multi-dimensional, multilayered and all-embracing approach to the fight against virtual currency shows the firmness of the country. Experts have analysed the recent increase in the fight against virtual currency as a result of the proliferation of related transactions. Since 2021, virtual currency prices, represented by bitcoin, have skyrocketed and collapsed, rising from $30,000 to $64,000 in just a few months, with rice-coins, wood-dogs, and so on.
“虚拟货币没有实际价值支撑，是一种投机资产，参与相关投资炒作活动面临重重风险。”招联金融首席研究员董希淼表示，进入交易市场的比特币等虚拟货币规模有限，容易给投资者制造一种“奇货可居”的错觉，极易被少数机构投资者或个人影响和控制。不少投资者抱着一夜暴富的心态，将交易杠杆放大到5倍甚至更高，在价格波动较大的情况下，交易风险巨大。

同时，虚拟货币所具有的高度匿名性、去中心化等特点，已经成为洗钱、贩毒、走私、非法集资等违法犯罪活动的载体，交易不但不受法律保护，还触碰到法律底线和红线。此外，与其他金融诈骗一样，虚拟货币交易平台跑路现象时有发生。比特币之外的形形色色山寨币，更是充斥着庞氏骗局和各种谎言。
At the same time, virtual currency, characterized by high levels of anonymity, decentralisation, has become a vehicle for illegal criminal activities such as money-laundering, drug trafficking, smuggling, illegal capital collection, and transactions are not only unprotected, but also run against legal bottom and red lines. Moreover, as with other financial frauds, virtual money trading platforms run off.
“如果任由虚拟货币无序炒作、野蛮发展，一方面将侵蚀国家货币主权，另一方面将扰乱经济金融秩序。”董希淼表示，我国监管部门此时采取行动，正是为了阻断虚拟货币风险的传导，切实维护国家经济金融安全。

事实上，对虚拟货币严格监管正成为多国共识。韩国近期重点打击利用虚拟货币偷税漏税行为，从1.2万名本国逃税者手中，没收了价值超过530亿韩元的虚拟货币资产；英国金融监管机构命令知名虚拟货币交易所币安停止在该国的受监管活动；有消息称，印度准备直接禁止民众交易及持有虚拟货币；等等。
In fact, strict regulation of virtual currency is becoming a multi-country consensus. South Korea has recently focused on combating tax evasion using virtual currency, confiscating virtual currency assets worth more than 53 billion won from 12,000 domestic tax evaders; British financial regulators have ordered the well-known virtual currency exchange to stop its regulated activities in the country; there are reports that India is prepared to ban people directly from trading and holding virtual currency; and so on.
可以预见，一些将虚拟货币服务器设置海外，绕道进行场外交易的活动，也将面临越来越小的生存空间和越来越高的监管风险。因此，对广大消费者来说，当前急需增强风险意识，树立正确的投资理念，不参与虚拟货币交易炒作活动，不盲目跟风虚拟货币相关投机行为，珍惜个人银行账户，不参与虚拟货币账户充值和提现、购买等活动，谨防个人财产及权益受到损害。
Foreseeably, some of the activities that place virtual money servers overseas to conduct off-site transactions will also face an increasingly small space for survival and growing regulatory risk. Thus, for consumers at large, there is an urgent need to increase risk awareness, develop the right investment philosophy, not engage in virtual currency transactions, not blindly follow the speculation associated with virtual currency, cherish personal bank accounts, not engage in virtual currency account charging and cashing, buying, etc., and to guard against the erosion of personal property and interests.
