一边是比特币价格连创新高，另一边中小型加密货币交易所却频繁传出“跑路”的消息。
On the one hand, bitcoin prices are even more innovative, while on the other, small and medium-sized crypto-currency exchanges give frequent “runway” messages.
12月19日，BG交易所发布《致BG广大用户朋友的一封信》中表示，近期，BG交易平台正在经历前所未有的挑战，连番遭受“各方势力”打压，为了大家的资产安全，BG将关闭现货交易对，也将关闭合约版块，希望大家能够尽快平仓。
On 19 December, the BG Exchange released a letter to friends of a wide range of BG users, in which it stated that BG trading platforms were experiencing unprecedented challenges in the near future, were under constant pressure from “all sides” and that, in the interest of the safety of the assets of all, BG would close off spot trading and would close the contract blocks, hoping that they would be ready as soon as possible.
在此之前，12月15日，BG交易所发出一则公告，称为了配合钱包维护升级以及平台整体安全风控体系调整，BG交易平台将暂停关闭充提服务，此举开始让众多用户担心平台方是不是跑路了。《华夏时报》记者注意到，有媒体报道称，在暂停充提服务之前，就有用户追溯到BG交易所全部资产已经被转移至币安和火币，共计约800wUSDT，这似乎坐实了其“跑路”的嫌疑。
Prior to that, on 15 December, the BG Exchange issued an announcement, known as the upgrade of the wallet maintenance and the overall security wind control system of the Platform, that the BG trading platform would be suspended and that the BG trading platform had begun to cause many users to worry about whether or not the platform was running. The Washington Times journalists noted media reports that, prior to the suspension of the service, users had traced the entire assets of the BG Exchange to the transfer to currency and currency, totalling about 800wUSDT, which seemed to confirm their “runway” suspicion.

“由于加密货币机构基本在境外，并且又是匿名交易，因此投资者维权相对困难，投资者安全不太有保障。”雄安链点科技副总经理、中国区块链智库专家王昆在12月23日接受采访时对《华夏时报》记者表示。
“Since cryptographic money agencies are largely offshore and are also anonymous transactions, investors have relatively difficult rights to defend, and investor security is less secure.” Wang Quan, Deputy Director General of Science and Technology of Yu Antung Point, an expert from the China Block Chain think tank, stated to the Washington Times journalist during an interview on 23 December.
中小型交易所接连“跑路”
据媒体报道，BG负责人周某目前正在配合接受调查，与其相关的加密货币平台，G支付和FG交易所也分别发布了暂停服务的公告。
According to media reports, the head of BG Zhou is currently cooperating with the investigation and the related encrypted money platform, and the G Payments and FG Exchanges have issued separate suspension notices.
根据BG交易所官网介绍，BitGalaxy Global成立于2018年2月，总部位于香港，并且持有美国MSB、澳大利亚DCE、加拿大MSB等多国合规牌照，BG交易所主要面向全球用户提供比特币、以太坊等数字资产的币币和衍生品交易服务。

事实上，出现问题的加密货币交易所不止BG一家。近期，比特币价格持续创新高，12月20日更是首次突破24000美元，加密货币市场热情高涨。但与此同时，小型交易所接二连三的宣布暂停服务，12月5日，香港CEO交易所发出一则公告表示：创始人被警方带走，CEO交易所配合调查，暂停充提币服务。
Recently, Bitcoin prices have continued to be innovative, with its first breakthrough of $24,000 on 20 December, and the encrypt currency market. But, at the same time, small exchanges announced successive suspensions, and on 5 December, the Hong Kong CEO Exchange issued a circular stating that the founders had been taken away by the police, and that the CEO Exchange, in cooperation with the investigation, suspended the deposit service.
据《华夏时报》记者不完全统计，近三个月，已经有CEO Global、GJ交易所、雅典娜交易所、玛雅交易所、DragonEx（龙网）、爱尚交易所、亚交所a.top、金盾交易所、Bitgogo、Tokenbetter和ZG交易所等超过10家交易所宣布暂停提币或“消失跑路”。
According to the UN Times press, there have been over 10 exchanges in the last three months, such as the CEO Global, GJ Exchange, Athena Exchange, Maya Exchange, DragonEx (Long Network), Aishan Exchange, A. Top, Golden Shield Exchange, Bitgogo, Tokenbetter and ZG Exchanges, which have announced a moratorium on the withdrawal of currency or “disappearance”.
“比特币持续上涨，和交易所的收入不一定成正比。单边市反而会造成交易量降低、做空机构亏损等问题，交易所在波动市收益最好，而非单边市。因此，出现跑路是正常的。”王昆向本报记者表示。
“Bitcoin continues to rise, and the exchange’s income is not necessarily a positive ratio. Unilateral markets, on the other hand, result in lower volumes of transactions, loss of empty institutions, and the exchange’s best earnings in volatile markets, rather than unilateral ones.
“加密货币本身无罪，应该说，其模式和技术还是有很多价值的。但是脱离实体经济，用几十页的白皮书去骗钱是有罪的，非法交易所也有罪。目前，我国政府已批复在监管下依法合规且公平公正公开的数字资产交易平台，资金由政府和银行监管，不存在跑路的可能性，交易品种也是来自于实体经济且服务于实体经济。建议广大投资者关注这样的交易场所。虽然投资有风险，入市需谨慎，但是这样的交易平台最起码不会跑路。”王昆进一步分析表示。
“The encrypt currency itself is not guilty, and it should be said that there is a lot of value in its model and technology. But it is guilty of using dozens of pages of white papers to defraud money from the real economy, as well as illegal exchanges.
王昆还向记者强调，目前加密货币火热，是由于疫情、政治等多方面因素导致的，越在此时，投资者越要保持冷静，谨慎投资。如果非要参与，也要选择相对正规的交易所，如某些海外可以和银行对接的交易所，同时建议严格控制仓位，少量体验即可，不建议进行高仓位投资。
Wang Quin has also stressed to journalists that the current encoded currency boom is caused by various factors, such as the epidemic, politics, and so forth, the more calm and prudent investors are to invest. If they do not have to participate, they should also choose relatively formal exchanges, such as some that can be connected to banks abroad, and suggest strict control of storage positions, with a small amount of experience.
投资者维权艰难
2017年9月4日，中国人民银行等七部委联合发布“9.4禁令”，首次宣布代币发行（ICO）是未经批准的非法融资行为，禁止发行数字代币，禁止代币公开交易，随后国内的各大交易所一部分暂停服务，另一部分则选择出征海外。
On 4 September 2017, seven ministries, including the People's Bank of China, jointly issued a “9.4 ban”, declaring for the first time that the issuance of tokens (ICOs) was an unauthorized act of illegal financing, prohibiting the issuance of digital tokens, prohibiting the public trading of tokens, and subsequently suspending services from major exchanges in the country and opting out abroad.
区块链联合发展组织顾问王琳对《华夏时报》记者表示，目前，国内的监管重点集中在注册在海外，但主要业务仍在国内开展的交易所上，但是对此类交易所的监管是十分困难的。首先，对于服务器位于海外的交易所，法律适用问题尚存在争议；其次，目前加密货币交易所数量众多，监管资源有限，很难做到全面监管，对于一些没有注册实体的交易所，很难定义主要责任人，因此，数字货币维权十分艰难。
Wang Lin, a consultant to the Block Chain Joint Development Organization, stated to Reporters that, at present, domestic regulation is focused on exchanges registered abroad, but the main business is still in operation in the country, but it is difficult to regulate such exchanges. First, there is a dispute over the application of the law to overseas exchanges where servers are located; and second, there is a large number of encrypted currency exchanges, limited regulatory resources, and it is difficult to fully regulate, and it is difficult to define the principals responsible for some exchanges without registered entities.
对此，麻袋研究院高级研究员苏筱芮对《华夏时报》记者表示，加密货币交易所“跑路”背后原因主要有二，一是加密货币交易所尚未形成全面监管体系，市场鱼龙混杂，有不法分子混入；二是在事后监管，即“跑路”后的法律惩罚措施等尚未形成对市场的有效震慑。
In response, Suna Ri, a senior researcher at the Institute of Sacks, stated to the Washington Times journalists that the “runway” of the encrypted currency exchange was largely explained by the fact that it had not yet developed a comprehensive regulatory system, that the market was mixed and that there were illegal elements involved, and that post-regulation, i.e., legal penalties after the “runway”, had not yet resulted in effective market deterrence.
面对监管问题，苏筱芮进一步分析表示，由于加密货币交易所缺乏监管、风险极高，投资者需要自担风险，在源头选择上需保持谨慎态度。目前，虚拟货币被政府部门定性为“非法活动”，在KYC政策、三反工作等方面具有巨大风险，在这些风险点没有解决之前，加密货币交易所的发展不容乐观。此外，随着央行数字货币项目的不断推进，官方性质的数字货币发展路径日趋明朗，其他“代币”、“虚拟币”等发展的空间会愈发狭窄。
In the face of regulatory problems, Samurai further analyses that because of the lack of regulation and the high risks involved in crypto-currency exchanges, investors need to take risks on their own and be cautious about their source choices. Virtual currencies are currently classified as “illegal” by government departments, with huge risks in terms of KYC policies, counter-work, etc. The development of crypto-currency exchanges is not promising until these risk points are addressed.
“近日，国务院常务会议通过《防范和处置非法集资条例（草案）》，该文件2017年版本中曾提及‘虚拟货币、融资租赁、信用合作、资金互助等名义筹集资金的’非法集资认定情形，建议投资者认清形势，远离当下鱼龙混杂的加密货币市场。”苏筱芮向记者强调。
“In recent days, the Standing Committee of the State Council has adopted the Regulations on the Prevention and Disposal of Illegal Financing (draft), which, in its 2017 edition, referred to the `unlawful collection of funds in the name of `virtual currency, financial leasing, credit cooperation, mutual assistance of funds, etc.', and recommended that investors recognize the situation and stay away from the current market for encrypted currency.” Su Jin Ri stressed to journalists.
