尽管央行再度出手限制比特币的说法仍只是市场传言,但日前,又一家比特币网站接到了银行的通知,要求其关闭该行账户。而这次,是中国最大的比特币交易平台火币网。

火币网在其官方网站上挂出公告称,4月10日上午接到工行中关村支行客户经理通知称,接到上级行的通知,要求停止工行为火币网提供服务,在4月18日前完成火币网工行账户的销户。火币网同时表示,该网站将于今日正式停止使用工行中关村支行账户充值和提现。目前其他银行账户暂未受到影响。

实际上,在本月初,已有另外两家较小规模的比特币交易平台FXBTC和BTC38.COM相继收到银行相关销户通知。而市场一直传言,央行已于3月中旬下发了一份名为《关于进一步加强比特币风险防范工作的通知》,要求各商业银行和第三方支付机构关闭这些平台的所有账户。
In fact, early this month, two other smaller Bitcoin trading platforms, FXBTC and BTC38.COM, received successive bank-related salesmen’s notices. Markets have been told that the Central Bank has issued a circular in mid-March to further strengthen Bitcoin’s risk prevention efforts, calling on commercial banks and third-party payment agencies to close all accounts of these platforms.
对此,FXBTC曾在公告里表示,央行确实下发通知要求任何商业银行和第三方支付机构不得为比特币等业务提供清算服务,要求关闭所有比特币相关网站的资金来往账户。
In response, the FXBTC had stated in its bulletin that the Central Bank had indeed issued a circular requesting that no commercial bank or third-party paying agency should provide liquidation services for operations such as Bitcoin and that all money-to-money accounts on the Bitcoin-related website should be closed.
不过,火币网联合创始人杜均仍然认为,工行的相关举措,仅是对央行在去年底发布的《关于加强比特币风险防范工作的通知》的不同解读,“毕竟我们目前仍然没有收到央行传闻中的文件,在与央行沟通时,也未曾听说过这个文件的存在。”
However, the Co-founder of the Currency Network, Dou, continues to believe that the Bank's initiative is merely a different reading of the Circular on Enhancing Bitcoin Risk Prevention issued by the Central Bank at the end of last year, “after all, we have not yet received the document in the central bank's rumours, nor have we heard of its existence when communicating with the central bank”.
北京晨报记者就此事向央行求证,但截至记者发稿时,央行并未给出相关回复。杜均向记者坦言,从3月21日至4月10日,比特币从此前的3600元跌至2500元左右,跌幅近30%。而这20天里,火币网日活跃用户也下降了5%。
The Beijing Morning Reporter asked the Central Bank to testify on the matter, but the Central Bank did not reply as soon as the journalist sent his copy. Dou confessed to the journalist that between 21 March and 10 April, Bitcoin fell from about $3,600 to about $2,500, a drop of almost 30%.
“央行目前的做法是出于反洗钱和维护金融系统安全的考虑,这与我们的想法一致。但如果合法经营的交易平台停止服务,比特币交易或会被再度逼入地下,那么只能让监管更加困难。”杜均认为,其实火币网此前已经做了实名认证、资金来源检查、大宗可疑交易商报等机制,以方便监管部门对比特币交易进行监管。
“The central bank’s current approach is based on anti-money-laundering and the security of the financial system, which is consistent with our thinking. If a legitimate trading platform ceases to serve, bitcoin transactions may be pushed back into the ground.”
