  1 我国二手车市场交易中存在的主要问题

1 The main problem in our second-hand car market transactions

  最近几年,国内的汽车交易总额屡创新高。随着《关于旧货和旧机动车增值税政策的通知》的出台,二手车交易市场迎来了空前盛况。无论旧车销量多高,依然不可否定一个事实――我国的二手车交易仍无法摆脱初级发展阶段的印记,而且因为各地区经济发展状况的差异,致使各地区二手车市场纷纷呈现不同的特点,二手车交易流通领域尚有一些与时代不相适应的问题亟待整改。

With the issuance of the Circular on Value Added Tax (VAT) Policies for Old Goods and Old Motor Vehicles, the second-hand car trade market has reached unprecedented heights. Regardless of the volume of old car sales, it cannot be denied the fact that second-hand car transactions in our country are still not free from the initial stage of development, and because of regional differences in economic development, the markets for second-hand cars have been characterized differently in various regions, and there are a number of anachronistic problems in the circulation of second-hand car transactions that need to be addressed.

  1.1 诚信问题,消费者往往在价格上吃亏

  二手车评估师认证制度虽然早已实施,但是二手车交易的透明度依然很低,仅靠经销商单方评估定价,没有一个公开的第三方评估价值标准存在。在二手车交易市场上,从事交易活动的买卖双方所掌握的车辆信息往往是不对等的,买方由于缺乏对汽车零部件、技术参数等专业知识,在多数情况下无法准确获知车辆的技术特点、行程、翻修历史等隐性的技术参数,因而在车辆交易活动中往往被当成“门外汉”,而销售方受经济利益驱使,通常不会将车辆的缺陷一一告知。除此之外,二手车买卖市场还充斥了许多不法的中间商和车贩子,这些机构或人员受暴利的驱使违规操纵二手车价格,致使相对正规的计算机估价系统无法真正发挥作用。

  目前大部分二手车交易市场的职能仍局限于工商服务的范畴,即办理工商验证与转籍过户手续等,市场本身缺乏服务大众的职能,用于服务的硬件设施和方法手段尚不健全。现阶段,国内新车交易市场已基本形成了集信息咨询、销售、后期维护于一体的完整的产业链。但是二手车交易市场尚未具备完善的售后服务功能,在售后维护方面,国内市场与国际市场仍存在不小的差距。就拿美国来说,美国本土的旧机动车经二次售出后,买方可享受一定时限的质保服务。按照通用公司的售车规程,凡是购买车龄未超过七年的旧机动车辆的车主均可享受1~2年的质保服务。这项售后服务与新车无异。按照美国当地的相关规定,只有具备政府颁发的技术合格证书的旧机动车辆才可以进行二次销售,否则禁止上路行驶。除此之外,旧机动车辆的买家通常都享有一定时限的使用期,以保护买家的经济利益。上述服务职能对于推动二手车市的发展具有重要的现实意义。

  市场交易中诚信是最主要的问题,这需要社会的监督,例如及时将二手车经营企业的信用状况向社会公布,对信用差的及时整改或取消营业执照。

  2.2 尽快建立科学的二手车价格评估体系

  鉴于上述不规范交易行为的存在,我们首先要强化二手车鉴定估价师的培训,提高其鉴定评估能力;其次要求有关组织机构加大二手车价格评估标准的研究,以规范二手车交易行为,整顿市场秩序。

  在交易过程中,很多假冒汽车零配件、小修理厂等大量存在,销售者因为各种原因会提供一些不完整甚至虚假信息。因此如何避免置换车辆中出现盗抢车、组装车、拼装车、走私车等成为了经销商从事二手车交易的很大障碍。此外,交易中的假身份证、假公章、假合同也会给经销商造成非常大的麻烦和风险,而这些都严重制约了二手车市场发展,对整个市场扩张和利润回收都造成巨大影响。

  9月2日—11日,我局带领威海以太坊贸易有限公司等二手车出口企业和农产品企业随省商务厅赴南非、坦桑尼亚和肯尼亚开展出口食品农产品质量安全示范省全球路演活动。访问期间,我市代表团专程考察了南非、肯尼亚等二手车交易市场,并与当地政府部门、意向企业座谈交流。经调研,非洲二手车市场潜力较大,与我市企业已达成多个意向合作协议,但因政策限制我市暂无法开展该业务。为积极探索二手车出口的新平台和新渠道,为外贸稳增长增添新动能,现将非洲二手车市场的调研情况汇报如下:

On 2-11 September, our Bureau led second-hand car exporting firms such as Weihai and Etheta Trading Ltd. and agricultural companies to South Africa, Tanzania, and Kenya, along with the provincial business offices, to conduct a global road show for export of food and agricultural products. During the visit, my city delegation visited the second-hand car trading markets of South Africa, Kenya, and held discussions with local government departments and interested companies. As a result of research, the African second-hand car market has a high potential, and several intended cooperation agreements have been concluded with our local enterprises, but my city has been unable to do so for the time being owing to policy constraints. To actively explore new platforms and new channels for the export of second-hand vehicles, adding new energy to the steady growth of foreign trade, research on the African second-hand vehicle market has been reported as follows:

  一、非洲二手车市场潜力大

i. Africa's second-hand car market has great potential

  (一)市场需求较大。

(i) Greater market demand.

  非洲工业基础薄弱,没有本土的汽车生产厂家,二手汽车进口是主要的车辆来源。

The industrial base in Africa is weak, there is no home-grown car manufacturers, and second-hand car imports are the main source of vehicles.

  非洲国家的汽车进口关税极高,大部分进口关税为100%,但政府采购二手汽车关税相对较低,二手车在非洲市场更具竞争力。

African countries have extremely high tariffs on car imports, most of which are 100 per cent, but relatively low tariffs on Government purchases of second-hand cars, which are more competitive in African markets.

  (二)二手车出口国家、品牌单一。

(ii) Second-hand country of export, single brand.

  从全球二手车出口国家来看,日本、美国、韩国位列前三。其中,日本自20世纪50—60年代起步,是二手车出口大国,以丰田皇冠、尼桑公爵王等品牌为主。从非洲市场看,八成以上为日系二手汽车,部分国家甚至占到了总量的90%,形成一家独大。

Japan, the United States, and South Korea are among the top three exporters of second-hand cars worldwide. Japan has been a major exporter of second-hand cars since the 1950’s and 1960’s, dominated by brands such as Toyota’s crown and the Duke of Nissan.

  另一方面,非洲本国货币无法在国际通用,一些通货膨胀严重的非洲国家只能接受以物换物的易货贸易。不少国家在与非洲国家进行贸易往来时,多将二手车作为附加贸易条件出口到非洲。

On the other hand, African national currencies cannot be used internationally, and some highly inflationary African countries can only accept barter trade. Many countries export second-hand cars to Africa as additional terms of trade in their trade with African countries.

  二、国内二手车行业前景和发展可行性

  (一)我国汽车保有量快速增长,二手车交易成为行业发展趋势。

(i) The country's motor vehicle holdings have grown rapidly, and second-hand car transactions have become an industry trend.

  中国汽车保有量目前为全球第二,保有量年均增速10%以上,仅次于美国,汽车产销量全球第一。中国地大物博,人口众多,随着汽车消费升级换代,新车置换必然推动二手车交易规模扩大。

China’s vehicle holdings are currently the second largest in the world, growing at an average annual rate of more than 10%, after the United States, with the highest volume of car sales worldwide. China’s megabroadcasts, with a large population, will inevitably boost the scale of second-hand car transactions as car consumption rises.

  (二)我国二手车种类丰富,低价车占比高,车源质量持续改善。

(ii) The diversity of second-hand vehicles in the country, the high proportion of low-cost vehicles and the continuous improvement in the quality of their sources.

  我国从2019年7月1日开始大面积实行国六标准,但是结合国情,我国道路上还行驶着国四、国三、国二甚至国一标准的民用和运输类车辆。国三以及国三以下的二手车有望成为出口的基盘,特别是大中型客车,在非洲国家需求较高。长城,哈佛等国产品牌车辆研发生产技术提高,维修保养不断完善,二手车况不错,也具有一定优势。

Since 1 July 2019, we have been applying a large national standard of six, but, taking into account our national circumstances, we are still on the road with four, three, two, or even one national standard of civilian and transport vehicles. Second-hand vehicles are expected to become the basis of exports, especially large and medium-sized passenger vehicles, with higher demand in African countries.

  (三)国家政策支持,行业发展前景广阔。

(iii) National policy support, with broad prospects for industry development.

  2019年5月,商务部、公安部、海关总署联合下发《关于支持在条件成熟地区开展二手车出口业务的通知》,鼓励二手车出口并在全国首批启动10个试点城市,我省济宁、青岛正式成为全国首批10个开展二手车出口试点城市。但我国二手车出口仍处于起步阶段。目前,我省二手车出口几乎为零,也证明在二手车出口方面有非常大的合作空间,市场前景广阔。

In May 2019, the Ministry of Commerce, the Ministry of Public Security, and the General Customs Administration jointly issued a circular on support for second-hand vehicle export operations in well-established areas, encouraging second-hand vehicle exports and launching the first 10 pilot cities in the country. My province, Jinning and Qingdao, became the first 10 pilot cities in the country to export second-hand vehicles.

  三、我市开展二手车出口规划和建议

III. My city conducts second-hand car export planning and recommendations

  本次非洲考察二手车市场,当地企业对我国内二手汽车贸易兴趣较大。荣成老乡郭小达先生特地从津巴布韦赶往南非同我们洽谈二手车贸易。考察期间,威海以太坊贸易有限公司与非洲企业初步达成多个意向协议,分别与Zimbabwe、Swaziland、Kenya三国签订每年六万辆的出口意向,并且可与当地企业实行易货贸易。其中Zimbabwe政府承诺可马上建造一个占地五公顷的二手汽车保税区,设立海外仓储中心。

During this visit, local firms were more interested in trading second-hand cars in my country. Mr. Guo Xiaoda, from his hometown, travelled from Zimbabwe to South Africa to negotiate a second-hand car trade. During the visit, Weihai and Eta Trading Ltd. entered into initial agreements with African firms to sign an export offer of 60,000 vehicles per year with Zimbabwe, Swaziland, and Kenya, respectively, and to engage in barter trade with local firms. The Zimbabwe government committed itself to the immediate construction of a five-hectare second-hand car insurance area and the establishment of an offshore storage centre.

  鉴于我市暂未认定为二手车出口试点城市,现申请在我市综保区开通二手车出口资质,帮助企业打通二手车出口渠道,拟在以下方面开展二手车出口相关业务:

In view of the fact that my city has not yet been identified as a pilot city for the export of used vehicles, I am applying for the opening of a second-hand vehicle export qualification in the CSSA area of my city to help enterprises to open a second-hand vehicle export channel, with a view to carrying out second-hand vehicle export-related operations in the following areas:

  一是在综合保税区内设立改装厂。非洲整体都属英系交规,几乎所有车辆都是右舵驾驶。改装内容包括:右舵驾驶位,适合非洲路况的悬挂和功能性箱货。

One is to set up a conversion plant in a comprehensive bond zone. Africa as a whole is a British line of dealing, with almost all vehicles driving right rudder. The modifications include: right rudder steering, hang-off and functional containers adapted to African road conditions.

  二是审批资质。威海以太坊贸易有限公司为威海综合保税区内注册企业,建议商务部准许威海综合保税区或该企业具备二手车出口资质。

  三是出口执行标准。因出口非洲的二手车辆严格意义上讲均为我国淘汰车型,所以出口标准应相对较低,建议按照进口国当地标准制定。

  四是车辆消籍。建议在出口港或出口港当地的车管部门开设出口汽车消籍绿色通道,即消籍后入保税区改装厂不得再出港上道。

The accelerated promotion of second-hand car exports is an important national initiative to promote high-quality development of foreign trade and to deepen economic and trade cooperation with countries along the "one-way" route, as well as a positive contribution to winning the Blue Sky defence battle by moving out highly contaminated and high-emission vehicles. Research on the African second-hand car trade, talks, high-level visits, etc. The landing of our second-hand cars on the African continent is a viable and significant development potential. In order to further advance the intention of our city to work with the African second-hand vehicle, make substantial progress, and ask the Ministry of Commerce to assist in approving the export qualifications of our second-hand vehicle.

As China’s car industry matures and new car holdings continue to grow, consumer demand for replacements has become apparent, bringing new development opportunities to the second-hand car market.

  另外,搜狐汽车做过的一个购车调查显示,北京有八成车主计划更换新车,二手车置换也日渐成为不少人的新宠。数据表明,超过83%的车主计划更换使用车辆,调查结果还显示,更换新车时,约33%的消费者选择直接到二手车市场出近期新华信针对大学生购车族的一份调查显示,大约有21.6%的大学生表示会买二手车,还有22.6%持犹豫态度。大学生是追求时尚的一群人,他们会买或有可能买二手车的比重占到大约一半,足以说明二手车日渐被人们接受。

  根据中国汽车流通协会统计数据,2000年至2005年,我国汽车市场总量从236.2万辆增长到了737.09万辆,增长了212%。其中,国产新汽车销售由206.8万辆增长到了575.82万辆,增长了178%;二手车交易由25.2万辆,增长到145.02万辆,增长了475%。

According to statistics from the China Automobile Circulation Association, the total number of cars in the country grew by 212 per cent from 2000 to 2005, from 23,622,000 to 73,709,000. Of this total, sales of new vehicles in the country grew by 178 per cent, from 2.068,000 to 57,582,000, and transactions of second-hand vehicles increased by 47 per cent, from 252,000 to 14,502,000.

  1-5月份二手车交易量分析总结

Summary of the analysis of the volume of used car transactions from January to May

  今年前五个月二手车交易量,全国我们统计的结果是141万辆,同比增长15.1%,这是比较正常的增长状态,其中轿车交易75万辆,今年的二手车跟新车市场是一样的,保持了一个相对稳定的,健康的增长状态。

In the first five months of this year, we recorded a national increase of 15.1 per cent, or 1.41 million. This is a more normal growth, with 750,000 cars traded, and this year's second-hand car, which is the same as the new car market, has maintained a relatively stable and healthy growth.

  从地区交易上来看,北京地区的二手车交易量出现了下滑,但是全国总体情况仍然是保持一个比较好的增长。广东、四川、河南、上海、陕西等省增长率均超过了20%,辽宁的增长速度更高,将近百分之百。

In terms of regional transactions, there has been a decline in the volume of second-hand car transactions in Beijing, but the overall situation in the country has remained relatively positive. The provinces of Guangdong, Sichuan, Henan, Shanghai, Shaanxi have all registered growth rates of more than 20%, and Liaoning has grown at a much higher rate of nearly 100%.

  据分析,通过委托交易,即通过渠道企业实现交易的数量(比例),在持续的增加,今年前五个月跟去年相比,基本上保持持平,但是与08年、07年相比有了大幅度提高。2005年以后轿车在整个二手车市场中所占的比例在逐年的增加,今年1-5月份已经达到了57%。今年二手车市场整体态势还是比较乐观的,预计全年交易量应该在5百万辆左右。从我国目前的保有量来看,1999-2009年间,我国共销售新车6378 万辆,3-10年保有量估算值约为3000万辆,这部分汽车均有进入二手车流通的可能性,根据经验数据,二手车交易量为上年度末汽车保有量的8%左右,由此推算,2010年我国二手车交易量将达到500万辆。

  车三百是一家致力于为消费者提供汽车二手车咨询服务的专业平台。近期,车三百对南京的大学生群体这一被汽车市场忽视的潜在消费群体展开了一次广泛的调查,我们收集了近500份(有效问卷420份)真实第一手学生群体的调查报告制作了这份报告,给大学生以及汽车业内人士提供一份比较准确的大学生群体消费心理分析。

Three hundred vehicles are a professional platform for second-hand car counselling for consumers. Recently, an extensive survey of a group of 300 university students in Nanjing, a potential consumer group neglected by the car market, was carried out. We collected nearly 500 survey reports (420 valid questionnaires) from real first-hand student groups and produced this report, providing university students and others in the auto industry with a more accurate analysis of their consumption psychology.

  关于大学生群体为什么被汽车业内忽略,原因很多,最主要的当然是广泛的认为大学生没有经济来源,说白了没钱,而汽车消费又很贵,所以大学生不可能成为汽车业内关注的重点。但通过我们的调查发现,大学生群体,特别是即将毕业的大学生们,对于汽车的关注远大于普通人群。可能再保守的业内人士也无法否认大学生群体肯定是未来汽车市场最大的潜在购买人群。他们有能够接受汽车和二手车的一切因素,现在最大的问题只是资金而已。而现在的汽车,特别是二手车,可能其价格与大学生实际可负担的汽车的价格差距并没有那么大。差距的来源除了现实因素可能还有很多来自于信息的不对称。

There are many reasons why this group of university students has been overlooked in the automobile industry, most notably because it is widely believed that they have no financial resources, and that the cost of the car is too high for them to be the focus of attention in the automobile industry. But our research has found that the group of university students, especially those graduating, is much more concerned with cars than the general population.

More than 64% of the population surveyed clearly expressed their interest in cars, an absolute majority. Even those who do not understand that they are interested in cars outnumber students who are not interested in cars at all.

  在对大学生群体中驾照调查中我们发现,有近一半的受访大学生都拥有驾照,而正在考驾照的大学生也占到接近1/4,只有三成大学生目前还暂未有考驾照。这个比例大大超出我们的预期。以往印象中学生群体汽车保有量极少,没有驾照是很正常的事情,没有想到现在大学生拥有驾照的人数不但不少,甚至成为了主流。具体分析一下这个现象我们认为主要有这么几个原因:

In a driver's license survey among university students, we found that nearly half of the students interviewed had a driver's license, while nearly a quarter of the students who were applying for a driver's licence were in the process of doing so, and only three out of three university students were currently without a driver's licence. That percentage is much higher than we expected.   一是意识问题,现在大学生似乎已经普遍意识到将来自己有购车需要,这一点与80后大学生们的想法肯定是有极大的.不同。这当然是因为现在汽车的价格和普及率已经达到了很多家庭能够负担的范围之内。所以在还没能力购车的时候先考好驾照似乎是个自热而然的事情。二是时间问题,确定了以后会买车用车,需要考驾照,那么就是为什么现在考的问题,这当然是与学生空余时间比较多,而毕业工作后很难凑出这么长一块时间来学车有关的。

  车三百曾经在多个群体做过类似的消费者更乐于购买新车还是二手车这种调查。坦白说目前国内市场对于二手车的接受程度远低于国外汽车业发达的国家。但出乎我们意料的是大学生对于二手车的接受程度还是大大高于我们调查过的其它群体的。有超过1/4的受访大学生在新车与二手车的二选一中选择了二手车。而以往我们在其它群体中的调查结果最高的群体也没有超过10%(不包括汽车从业人员群体)。为什么大学生相比其它人群对二手车的接受度高出这么多?我们分析也有以下几个原因:

  1、大学生群体相对其它群体的整体平均知识程度,思想水平,和接受新事物的能力要高。尤其是现在90后大学生们,他们从小接触的知识范围广度已经与80后们有了很大的提升。对于国外汽车知识与文化的了解也使得他们更易于接受二手车这种事物。而面子这种主要阻碍其它人群的选项大学生们几乎很少考虑。

The knowledge and culture of cars abroad also makes it easier for them to accept second-hand cars. Face, which is a major barrier to other people’s choices, is hardly considered by university students.

  2、大学生群体的资金有限。二手车更便宜这是哪怕对汽车一无所知的人都明白的道理。大学生因为自身很少有经济来源显然属于暂时囊中羞涩的一群人。新车的价格对于大学生来说显然还有些高不可攀。而二手车的价格行情虽然绝大部分大学生并不是很了解,但从我们接下去的调查中就可知道,大学生还是普遍认为二手车是比较便宜实惠的。

  3、 对于人生第一辆车可以买二手车练手的固有思想。对于很多国人来说,买二手车的一个重要原因是为了练手。而大学生群体一个最大区别于其他群体的特征就是他们打算买的都是人生第一辆车。这使得即便抛开思想意识的差异不谈,单单群体的特殊性就使得他们接受二手车的比例较高。

For many people, a major reason for buying a second-hand car is to practice a second-hand car. One characteristic of the student population that is most distinguished from other groups is that they want to buy the first-hand car.

  当然我们也要看到即便大学生选择二手车的比例超过1/4,比绝大多数群体优势相对明显,但其绝对量显然还是很少的,与汽车业发达国家同类群体相比还远远落后。在美国大学生中选择二手车的比例超过8成,远远超过选择新车的大学生。

  又是一个出乎我们意料的调查结果。在对于买车谁花钱的问题上,我们原以为绝大部分没有经济来源的大学生会选择跟父母要钱,但没想到居然有接近一半的大学生是选择不要钱而通过自己可支配金钱的方式来买车。这说明现在的大学生群体已经有比较明显的独立意识。虽然说从零花钱里分期也有一大部分是属于父母的钱,但很显然大学生对于买车这件事不再希望加重家里的负担。另外一个方面,居然有1/3的大学生认为自己打工赚的钱就可以支付汽车款,说明其实在大学生眼中,其实汽车消费离他们并没有想象中那么遥远。

On the question of who buys the car, we thought that the vast majority of college students without financial resources would choose to pay their parents, but we didn't think that nearly half of the college students would choose to buy the car without the money they had at their disposal. This suggests that there is now a relatively clear sense of independence among the university population.   答这项调查倒是与我们的设想比较一致。虽然目前很多想做大学生汽车消费的先行公司已经开始推出合伙购车、分期付款等针对大学生群体特征的汽车消费项目,但我们觉得其对于大学生群体的认知还是有很大的欠缺。大学生确实比较容易出现相对固定的圈子,比如一个宿舍的同学,一个班的同学等等,从圈子稳定程度来说确实适合集体购买。但是这种圈子消费只是形式上风险上的稳定,其用户体验并没有想象中那么好。举个例子,80后大学生中以前也有集体购买,比如电脑,真正合伙买过电脑的人都知道在使用时谁用谁不用有多少麻烦。更不用说汽车这种大件商品了。因为这种圈子的上课与空余时间都高度一致,这就导致了使用汽车的时间也几乎趋同。那使用起来的纠纷自然不会少。调查报告恰好充分证实了这一点,有九成大学生不愿意跟同学合伙购买使用汽车。

The answer to this survey is more consistent with our idea. While many of the leading companies that want to spend their cars on university students have started to introduce car consumption projects that target the student population, such as partnerships for cars, instalments, etc., we feel that there is still a significant gap in their understanding of the student population. College students do tend to have relatively fixed circles, such as dormitory students, class students, etc., that are actually suitable for collective purchase in terms of their level of stability.

  大学生本质上说还是没有独立的群体,这其实甚至与他们经济上是否独立无关。所以在我们的调查中显示几乎三分之二的大学生哪怕是自己出钱,也会去征求父母的同意。结合上面的调查还有一半的人需要父母帮助才能购买汽车,所以可以说对于8成大学生来说,父母的意见是他们购买汽车时关键性的因素。

In our survey, almost two-thirds of university students, even if they pay for their own money, go to their parents’ consent. With half of the people on board in the survey who need parental help to buy a car, it can be said that for 80% of university students, parental opinion is a key factor in buying a car.

  我们之前针对其他群体的调查中,凡是汽车业内人员,或者打算买车的人群,对于汽车之家的关注度都是极高的,可在对大学生群体的调查中我们发现这种情况出现了一些变化。大学生从汽车之家及其他相关垂直型汽车门户网站获取信息的数量还不如一些大门户网站的汽车版。虽然我们知道从绝对数量讲汽车之家的访问量肯定是高于综合门户类网站汽车版的,但似乎学生群体还并不了解这一点。当然直接的广告还是他们获取汽车资讯的主要途径。这项调查说明学生群体对于主动获取汽车知识和资讯方面还不是那么有热情。

In our previous survey of other groups, the attention paid to car homes by those in the automobile industry or by those who want to buy them has been extremely high, and we can see that this has changed in our survey of university students. University students receive less information from car homes and other vertical car portals than some of the major ones.   大学生到底买车用来干吗?这点大学生们给出的答案基本跟我们的想法一致。主要的用途当然还是玩。但是为上班做准备这一条高居第一倒是有点意料之外。证明现在的大学生买车除了享乐之外,最重要的还是考虑汽车是实用性。更加印证了现在的大学生已经有了比较成熟的购车思想。

  又是一个针对二手车的问题。如果我们简单的把大学生对于二手车的印象分成好坏两种来看,那么便宜,性价比高这两条好印象占据的还是比较高的比例。特别是便宜这一点,几乎是大学生的普遍印象。我们不用解释很多二手车也有高档低档的区分之类的概念,学生群体考虑的二手车似乎仅仅就是便宜车这种比较狭窄的类型,当然也与他们并不了解二手车估价有关。另外我们也要看到,认为二手车性能不佳与性价比高的学生几乎一半一半,可见学生群体实际上对于二手车性能这个问题根本也还没有一个比较清晰的认识。

  旧机动车市场在车辆过户时实行经营公司代理制,过户窗口不直接对消费者办理。将车开到市场,有旧机动车经营公司为其代理完成过户程序:评估———验车———打票。 买卖双方需签订由工商部门监制的《旧机动车买卖合同》,合同一式三份,买卖双方各持一份,工商部门保留一份。经工商部门备案后才能办理车辆的过户或转籍手续。
